The Broadcast Pattern
When an order is ready, Radar broadcasts an 'Identity Signal' to all riders within a 5km radius. The system evaluates riders based on:
- ProximityArrival time to store
- ReputationPast 100 delivery scores
- CapacityCurrent vehicle load
